Specialized Training Course on Quality Management Enhances Mine Action Operations in Libya

An advanced training course on quality management in mine action and explosive remnants of war concluded today in Tripoli. The course was organized by the Libyan Mine Action and War Remnants Center in cooperation with the Geneva International Centre for Humanitarian Demining (GICHD), and took place from November 9 to 18, 2025.

A total of 20 participants attended, representing various entities including the Libyan Mine Action Center, the Military Engineering Department, the National Safety Authority, as well as international organizations (HALO Trust – DCA – DDG) and local organizations (3F – LPO – TAD). Representatives from the 5+5 Defense Initiative (Algeria, Italy, Libya, Morocco, Spain, Tunisia) also took part.

The program aimed to equip participants with both theoretical knowledge and practical skills to implement quality management processes, including quality planning, assurance, and control, in line with the Libyan National Mine Action Standards (LMAS). The training emphasized key principles such as evidence-based decision-making, continuous improvement, and a strong focus on end-user needs.

Organizers highlighted that well-designed quality management processes contribute to more efficient and effective use of resources, enabling greater operational output and the protection of more communities from explosive ordnance threats. Furthermore, robust quality systems enhance safety monitoring and accident prevention in the field.

The course covered a wide range of topics, including:

  • Principles and terminology of quality management
  • Quality planning for Non-Technical Survey (NTS), Technical Survey (TS), and clearance operations
  • Quality management in mechanical demining
  • Planning quality for field exercises: task definition, clearance criteria, key performance indicators, and SOP development
  • Quality assurance and quality control
  • Field visits for exercise monitoring
  • Accreditation and training of mine action personnel
  • Change management
  • Application of quality management tools through group presentations
  • Final evaluation of participants
